Women are complicated. But we do know that they like confident men and men that are doing something with their lives. Men seeking permission and being super-polite, generally speaking, don't excite them. To impress a woman and make her consider your proposal to go out you have to:
1- Make your dating proposal in such away that it looks super fun and
2- Encourage her to join you. Don't ask her if she will. Make a proposal and let things go from there. Asking if she will come or not, just forces her to give you an answer instantly. You need to propose something and see how she reacts.
